On Friday, Politico reports the Obama administration will propose new EPA rules placing strict limits on emissions from new power plants and setting the state for an even more ambitious proposal next year. Critics of the new rule point out that it’s being done as an end run around Congress and would essentially ban all new coal power plants in the United States.
