President Obama announced Thursday that he is narrowing the use of drones in the war on terror, NBC reports. In a lengthy speech at the National Defense University in Washington, Obama offered his most expansive defense of drones, but imposed a higher standard on authorizing such aerial attacks, shifted responsibility more from the C.I.A. to the military, and suggested the creation of a secret court that would have to sign off on strikes in the future, reports The New York Times.

Senator Saxby Chambliss, the top Republican on the Intelligence Committee, said the president’s speech on Thursday  will be “viewed by terrorists as a victory,” according to The Hill. Just a day after the Justice Department disclosed publicly that four Americans had been killed overseas as a result of targeted drone strikes, Roll Call reveals Senators King and Rubio are calling for an independent “red-strike analysis” before launching lethal strikes directed at other Americans. The Atlantic notes that, in a direct response to Sen. Rand Paul previous filibuster, Obama categorically rejected the use of drones inside the United States for military purposes.
