President Obama has added UN climate rules to his agenda of working around Congress, reports Reuters. In negotiations with other countries, Obama administration officials are telling foreign governments that they can change the law without Congress. But Republicans in Congress think differently and are warning “international partners” to “proceed with caution before entering into a binding, unattainable deal.”
