A bi-partisan group of lawmakers has insisted over the past week that Congress must have a role in authorizing war against ISIS. But the Daily Beast reports the Obama administration is actively thwarting the effort by refusing to identify a strategy or to work with Congress on a bill. The result: Congress likely won’t be able to pass a bill.
