Health insurance companies misjudged the health of exchange participants in 2015 and are seeking rate increases of up to 54 percent in 2016 to make up the difference, reports the New York Times. In Illinois, the average rate increase is 23 percent, 25 in North Carolina, 31 in Oklahoma, 36 in Tennessee, and a whopping 54 in Minnesota.
