Senate OKs Two-Year Budget Deal in 3 A.M. Vote; Senators Probe IRS Cellphone Tracking

The U.S. government averted another shutdown early Friday as the Senate approved a landmark bipartisan budget agreement and sent it to President Obama to sign, thus ending five years of fiscal policy bickering between congressional Republicans and the administration, The New York Times reports.
